Carnell was born October 12, 1931 in Fairview, Utah to Vernon Henry and Pearl Mower Hatch. He attended grade school in Monroe and Richfield High School. At the age of 19 he joined the National Guard. They were called up and sent to Korea for 2 years. While in the military Carnell served as the number 1 cannoneer with the 213th Field Artillery and was later a cook in the kitchen.

After LaVern’s death, Carnell married Verla Mae Nelson on August 31, 2002 in the Manti Temple. Upon their marriage Carnell inherited Verla’s family of 6 children, 17 grandchildren and 1 great-grandchild. He was a wonderful father and grandfather to all of them.

Carnell served a mission for The Church of Jesus Christ at Cove Fort for 1 summer. Together Verla and Carnell served as temple workers at the Manti Temple for 3 years. Then in 2002 Verla and Carnell were called to serve a mission for Deseret Land and Livestock at Promontory.
